Man Enters City Hall Undetected NR14042rh

Los Angeles: On January 31, 2014, around 3:45 p.m., a panic alarm was received by Security Services Division Communications from the Council District 11 Office in City Hall.

The suspect, later identified as 26-year-old Robert Carp, entered the Council District 11 main office doors and entered the lobby area.  Carp jumped over the counter, gaining access into the employee office area.  Carp was seen by Council District 11 employees walking through the office.  

An employee asked Carp if she could help him and he told her to “get out”, which was also heard by another employee.  Both employees feared for their safety and left the office.     

Carp was seen moving to the north end of the office, where he entered a separate office with several cubicles and used a black Sharpie marker to vandalize a wall.  

Officers arrived at the location, then conducted a search of the Council District 11 office space, located and arrested the suspect around 3:54 p.m.

Robert Carp was arrested for being Under the Influence of a Controlled Substance (11550 H&S), Vandalism (594 Penal Code), and Trespassing (602 Penal Code).

It is believed Carp’s actions appeared to be random and no one was injured during the incident.
