Foothill Substitute Teacher Arrested for Sexual Battery on a Minor

Foothill Major Assault Crimes unit is handling a multiple victim sexual battery case. The suspect Teri Roberts Franck, a female white, 35 years of age, was employed as a substitute teacher through Los Angeles County Office of Education and was removed from her position on May 12, 1999.

On Wednesday, May 12, 1999, the victim’s mother was visiting the victim at the Phoenix House. The victim, a seventeen year old male, informed his mother that the suspect had fondled him. Police officers were notified and an investigation was initiated. Information was developed that led to a second victim. The suspect was responsible for teaching students at multiple locations throughout Los Angeles County.

On Wednesday, May 12, 1999, at approximately 10:45 p.m., Foothill officers arrested Teri Roberts Franck for two counts of sexual battery, one count of sexual exploitation of a child, and one count conspiracy. Bail was set at $177,000.

On Thursday, May 13, 1999, at approximately 3:30 a.m., Foothill Detectives obtained and served a search warrant on the residence of Teri Roberts Franck.

Detectives believe the suspect has molested additional victims and are requesting anyone with information to contact Foothill Operations Support Division at 818-834-3115 from 8:00 a.m. to 5:00 p.m. or 818-756-8861 from 5:00 p.m. to 8:00 a.m.
