Captain Tom Runyen was born in San Diego, California, in 1945, and joined the Department in 1972. He was assigned as the Commanding Officer of Air Support Division on May 4, 2003.

Captain Runyen has held a variety of positions during his 32-year career. His patrol assignments were at 77th Street, Southwest, and Newton Areas. His investigative assignments were at Newton Area Vice Unit and at Internal Affairs Division. His administrative assignments include Advanced Planning Division, the Administrative Unit of the Office of Operations, Area adjutant in Newton Area, bureau adjutant at Support Services Bureau, and the Administrative Unit at Juvenile Division. Prior to his promotion to the rank of captain, he was assigned as the Officer in Charge (OIC) of the Explosives Unit and then as the OIC of the Special Weapons and Tactics (SWAT) Unit, Metropolitan Division.

Captain Runyen was promoted to the rank of sergeant in 1977, to the rank of lieutenant in 1986, and to the rank of captain in 2000. His command officer assignments have included 77th Street Operations Support Division, Continuing Education Division, and Rampart Area.

Captain Runyen has a Bachelor of Arts Degree in Government and a Masters Degree in Criminal Justice Administration, both from Chapman University. He also holds a Postgraduate Certificate in Intergroup Relations from Loyola Marymount University.
