Police Officer III Charles Chacon, Serial No. 35941, has been selected as Mission Area's Specialized Officer of the Quarter for the second quarter of 2006. During the first portion of this time period, Charles was assigned to NED where he providing invaluable insight into various narcotic operations, including the authoring and serving of multiple search warrants.
When the priority was placed on following up on debriefings, probation/parole compliance inspections, and search warrant service (especially roll back warrants), Charles responded. In fact, on May 1, Charles was instrumental as he parlayed a routine traffic stop of a known gang member into a search warrant, which led to the recovery of narcotics, three guns (one a category III assault weapon), and the arrest of six felons (four active gang members).
Charles was also a key figure during the month of May as a Narcotic Enforcement Detail (NED) Officer, as he and NED served ten search warrants in the month of May, one of which was a multiple five location warrant service. This effectively reduced gun violence and made inroads into property crime as well since the root cause of nearly all repressible crime is drug use.
Police Officer Charles Chacon, who was one of only three officers selected for the prestigious Community Relations School, was hand-selected for a two deployment period loan into the Senior Lead Office, where he worked as 19SLO23. Given the breadth of his police experience, his previous employment as a social worker and the fact that he is completely bi-lingual, he was the logical choice. He began this loan on May 28, 2006 and worked in this capacity for the remainder of the second quarter of 2006.
As the acting SLO, Charles exceeded all expectations. He drew on his previous experience working as a Drug Enforcement Agency investigator (a position he held for two years), his acquired life wisdom and his knowledge of Department and government operations to forge meaningful relationships with stakeholders in his area. Charles accepted responsibility for keeping the lines of communication open between himself and other specialized entities and support functions (buy-bust personnel, Valley Traffic Details, Vice, Narcotics, Gang, CECATS, and other details) to ensure all possible resources were brought to bear in his efforts to reduce part-one crime and improve the quality of life in his area. He was successful. During the month of May, his area responded to his talented leadership with a double-digit part-one crime reduction.
