Promotion Recognizes Commanders and Captains

Los Angeles: Los Angeles Police Chief Charlie Beck announces the future promotions of several new LAPD Commanders and LAPD Captains, and changes within the Department’s organization and command structure.  

The changes, which will become effective October 10, 2010, include the first African American woman promoted to Commander in the Department’s history.  The following personnel will be promoted to Commander in the future:  Captain III Regina Scott transferred to Assistant Commanding Officer, Information Technology Bureau (1st African-American female promoted to Commander), Captain III Kevin McCarthy transferred to Assistant Commanding Officer, Detective Bureau, and Captain III John Sherman transferred to Assistant Commanding Officer, Operations Central Bureau.

Additionally, Chief Beck has made the following Command and Staff assignment changes.  These changes will become effective October 10, 2010.  Positions left vacant or impacted as a result of these changes will be addressed at a later date.
 
Commander Blake Chow will be transferred to Assistant Commanding Officer, Counter Terrorism and Special Operations Bureau, Captain III Joel Justice to Commanding Officer, Communications Division, Captain II Tom Brascia to Commanding Officer, Topanga Area, Captain I Lance Smith to Commanding Officer, Harbor Patrol, Captain I William Hart to Commanding Officer, Gang and Narcotics Division, Captain I Rick Wall to Commanding Officer, Real-Time Analysis and Critical Response Division, Captain I Art Miller to Assistant Commanding Officer, Metropolitan Division, Captain I David Hanczuk to Commanding Officer, Criminal Investigation Division, Internal Affairs Group.

The following will be promoted to Captain I in the future:  Lieutenant II Patrick Smith to Commanding Officer, Hollenbeck Patrol, Lieutenant II Rosa Moreno to Commanding Officer, Wilshire Patrol, Lieutenant II Jorge Rodriguez to Commanding Officer, 77th Street Patrol, Lieutenant II Vito Palazzolo to Commanding Officer, Southwest Patrol.                            

Special Operations Bureau will be deactivated and Counter Terrorism and Criminal Intelligence Bureau will be renamed Counter Terrorism and Special Operations Bureau (CTSOB).  

Metropolitan Division, Air Support Division and Emergency Operations Division will now report to Counter Terrorism and Special Operations Bureau.  Commander Michael Williams will become one of two Assistant Commanding Officers of Counter Terrorism and Special Operations Bureau.

The COMPSTAT Unit will merge with Real-Time Analysis and Critical Response Division under the command of the office of the Chief of Staff.
