Los Angeles, California. He attended Third Street Elementary, Los
Angeles Center for Enriched Studies, University High School and the
University of Southern California where he obtained his Bachelor of
Science Degree in Business Administration.

Captain Tom is currently the Commanding Officer of South Traffic
Division, in Operations-South Bureau which serves approximately
688,000 inhabitants within approximately 60 square miles.

As the Commanding Officer of South Traffic Division, Captain Tom is
charged with overseeing approximately 130 officers which includes
personnel assigned as motorcycle officers, collision investigators,
detectives, Community Traffic Safety Unit, Community Safety
Operations Center, Youth Programs, Street Racing and Tracking,
Deuce Watch and various administrative positions. These officers
perform vital traffic related functions within the diverse
communities of Southwest Area, 77th Street Area, Southeast Area and
Harbor Area.

Captain Tom's former assignments include: Commanding Officer -
Rampart Patrol Division, Commanding Officer - Olympic Detective
Division; Watch Commander - Olympic Patrol Division, Officer in
Charge, Evaluation and Administration Unit - Office of Operations,
Officer in Charge - Southwest Area Vice Unit, Investigator -
Professional Standards Bureau, Patrol Supervisor at Newton and
Wilshire Divisions, Auditor - Criminal Intelligence Group, Gun Unit
Investigator - Detective Headquarters Division, Firearms Instructor
- Training Division and as a Patrol Officer in West Los Angeles,
West Valley, and Southwest Divisions.

Captain Tom is a member of the Department's Peer Support cadre and
a board member for the Law Enforcement Association of Asian
Pacifics (LEAAP). Captain Tom's personal philosophy is for all
personnel to work hard, treat each other with respect, and provide
service to the community as if it were your family. This philosophy
is in line with the Department's Core Values of "Respect for
