Detective Of The Year
Detective I Charles Martin, Serial No. 30784, was selected as the Detective of the Year for 2008. Martin is a tenured employee who has been a member of the Los Angeles’ Police Department for more than 15 years. During his tenure with the Department, he has worked an array of assignments which include uniform patrol, collision investigations (uniform capacity), and investigations as a detective. He was promoted to the rank of Detective in October 2002, after working seven years in collision investigations at Central Traffic Division. As a detective, he was assigned to Harbor Area, where he clearly illustrated his investigative skills. While at Harbor Area, he was responsible for investigating auto thefts, sexual assaults, and juvenile crimes. Because of his investigative skills and prior traffic experience, he was selected as an investigator for South Traffic Division (STD).
During Martin’s brief tenure at STD, he established himself as a top notch investigator. He was responsible for investigating felony and misdemeanor cases involving traffic crimes, fatal collisions, and responding to complex investigations during off-hours that required detective expertise. He handled his assigned duties in an exemplary manner. His investigations were thorough and well written. He completed any task asked of him. His productivity ranked highest in the unit. He completed the majority of the felony arrests that were assigned to STD. His clearance rate was greater than ninety percent.
Detective Martin’s interaction with the public is always professional and courteous. He is non-judgmental, and he treats everyone with respect and dignity. He has a caring and likeable personality, which others find him easy to converse with. He is a team player who has routinely volunteered to assist his coworkers.
On May 26, 2008, Detective Martin demonstrated his commitment to the community and Department, when he responded to a major traffic collision on Memorial Day weekend, even though, he was not scheduled for the on-call response team. The collision resulted in five fatalities with fifteen people sustaining injuries. Upon being notified, he did not hesitate to respond to the scene. He assisted with locating witnesses, conducting interviews, and follow ups to the various hospitals to determine the medical status of the injured parties. During this investigation, he exuded professionalism, compassion, and concern for each victim.
Detective Martin is a loyal and dedicated employee. He is a proud husband and parent. He spends countless hours with his family during his available time from work. Although, the majority of his time is occupied within the working environment, he has been quite successful with managing his personal and professional life.
Detective Martin is a native of Kentucky, where he attended Eastern Kentucky University. He received a bachelor degree in Criminal Justice. He served 15 years in the United States Army as a Captain. While in the military, he distinguished himself as a solid leader. His leadership skills have continued to prevail throughout his tenure with the Department. Because of the aforementioned qualities, he was selected to represent the Traffic Detective Section as the Detective of the year.
