Captain Kelly Mulldorfer has been with the Los Angeles Police Department (LAPD) for nearly 27 years. She was born in Saint Louis, Missouri, and moved to San Jose, California, when she was 10 years old, where she lived until she became a Los Angeles Police Officer in January 1981. As an officer for the LAPD, her patrol assignments included Rampart and Foothill Areas. In addition to those assignments, Captain Mulldorfer worked as a background investigator and as a detective trainee investigating cases of physical and sexual child abuse. While assigned to the Abused Child Unit, Captain Mulldorfer became a Department expert and trainer in the recognition and investigation of physical and sexual child abuse and she frequently taught classes throughout Los Angeles County on that topic.

Captain Mulldorfer was promoted to Detective in 1995 and was assigned as an investigator for the Los Angeles Police Commission. She received another promotion in 1996 and was assigned to the Legal Affairs Division as a Detective II civil investigator for the Police Litigation Unit of the City Attorney’s Office. While in that assignment, Captain Mulldorfer researched, developed, and implemented several Department-wide risk management strategies/programs for which her unit received a Unit Citation. She soon became a recognized expert in the area of Law Enforcement Risk Management and was a highly sought after instructor/speaker on this topic across the nation.

In 1999, Captain Mulldorfer was appointed to the rank of sergeant and assigned to North Hollywood Area. In 2000, Captain Mulldorfer was promoted to sergeant II and was assigned to Operations-Headquarters Bureau as an officer-in-charge, and then to the newly formed Audit Division as an adjutant for the Commanding Officer in 2001. While at Audit Division, Captain Mulldorfer helped develop the first ever Police Performance Basic Auditing Course that is now offered through Peace Officer Standards and Training (POST) and she was a founding member of the course instructor cadre.

In 2002 Captain Mulldorfer was promoted to Detective III while at Audit Division and then to Lieutenant in 2003, at which time she was assigned to Foothill Area as the watch commander. Approximately a year and a half later, Captain Mulldorfer was promoted to Lieutenant II and returned to Audit Division as a section officer-in-charge.

In 2006, Captain Mulldorfer was selected as the section officer-in charge at the Office of Operations where she oversaw the Field Deployment Unit, the Community Policing Unit, the Tactical Technologies Unit, and an administrative unit. She was promoted to Captain in June 2007 and was assigned as the patrol commanding officer at Southeast Area.

Captain Mulldorfer is a graduate of the LAPD West Point Leadership Program, the FBI National Academy (Session 223), and she holds a Bachelor of Arts degree in Organizational Management from The Master’s College in Santa Clarita, California. Captain Mulldorfer is a POST-certified ICI (Institute of Criminal Investigation) instructor and regularly instructs a variety of law enforcement-related courses.
