Lieutenant Colonel Otis Cowley’s exceptional record presented him the opportunity to enter the Tuskegee University Military School. Lieutenant Colonel Cowley served in the United States Army and United States Air Force. During his years of service in the United States Air Force, Lieutenant Colonel Cowley earned the nickname “Big O” for his outstanding leadership role. He served in World War II, the Cold War, the Korean War and the Vietnam War. Lieutenant Colonel Cowley retired from the Air Force in 1970 and continued serving his country as a member of the Department of Defense. Lieutenant Colonel Cowley continued to serve his country until 1995 where he then retired for the second time after serving his country for the vast majority of his life. After moving to Los Angeles in 1970, he settled in the Vermont Square Park area. The men and women of the Los Angeles Police Department would like to thank Lieutenant Colonel Otis Cowley for his outstanding leadership, commitment, and dedication to our country.
