WHY: At the request of Chief William J. Bratton, the Los Angeles Police Foundation contracted with the Kennedy School of Government at Harvard University, to conduct a detailed study of the Los Angeles Police Department. This study began in November 2008 and was designed to examine the change in the LAPD over the past 10 years. Subject matters included in the study were Use of Force, Discipline, Leadership and Governance.
