WHY: On April 10, 2018, around 12:45 p.m., a vehicle traveling at a high rate of speed east on Manchester Avenue, collided with a 22-year-old male bicyclist as he turned east on Manchester Avenue from Normandie Avenue. The driver of the vehicle, in a White Porsche Cayenne, failed to remain at the scene, identify themselves, and render assistance.
