Los Angeles: Los Angeles Police Department’s Force Investigation Division is investigating an officer-involved shooting when officers responded to a radio call involving an attempt murder suspect.

On June 9, 2018, around 11:45 p.m., Hollenbeck Area police officers responded to a radio call of a stabbing in the 2400 block of Gates Street. When the officers arrived the victim of the stabbing was taken to a local hospital by a private vehicle. The suspect, 27-year-old Victor Arroyo, was inside the residence with family members. The officers were locked out of the residence but were able to see Arroyo armed with a knife in a physical struggle with his father. Once the officers were able to gain entry to the residence, they continued to tell Arroyo to drop the knife he was holding. A beanbag shotgun was used, but was ineffective. While still armed with the knife, Arroyo quickly moved in the direction of his father; at which time there was an officer-involved shooting. Arroyo was struck and taken by the Los Angeles Fire Department to a local hospital for medical treatment.

The victim of the stabbing suffered a non-life threatening stab wound. Arroyo’s father was not seriously injured. No officers were injured.

LAPD’s specialized Force Investigation Division responded to the scene and began interviewing witnesses and collecting forensic evidence. Representatives from the Office of the Inspector General and Los Angeles County District Attorney’s Justice System Integrity Division responded and monitored the investigation.

The complete investigation will be reviewed by the Chief of Police and the Board of Police Commissioners and the Office of the Inspector General to determine the thoroughness and accuracy of the investigation and whether the use of deadly force complied with the LAPD’s policies and procedures. Additionally, representatives from the Los Angeles County District Attorney’s Office who responded to the scene will review the subsequent FID investigation; evidence collected and witness statements to determine if the force used by the officer(s) violated any criminal laws.
