Los Angeles: Launched in 1996 as part of President Clinton’s Anti-Gang Initiative, The CLEAR (Community Law Enforcement and Recovery) Program was funded by the Office of Community Oriented Policing Services of the United States Department of Justice. The initiative was propelled into service by the death of a three year-old child in Northeast Los Angeles. The primary purpose of the CLEAR Program is to facilitate the recovery of gang-infested communities. These goals are achieved by confronting and decreasing the criminal activity of targeted gangs in designated communities through effective collaboration with City and County criminal justice agencies.
Today, multi-agency CLEAR Operations Teams and Community Impact Teams are well established and effective in four areas of Los Angeles City and one area in the County of Los Angeles. Present CLEAR sites are located in the LAPD Areas of Northeast, Foothill, Devonshire, and Newton Divisions. The sites to open as of August 2003, will be located within the LAPD’s Hollenbeck area and the Los Angeles County Sheriff’s East Los Angeles Station.
