On August 9, 2022 at around 10:00 a.m., the L.A. City Council heard public comments regarding a second consideration relative to Agenda No. 16 amending 41.18 L.A.M.C, no sitting, sleeping, or lying on a public sidewalk (within 500 yards of any school). The L.A. City Council had been holding hearings regarding this ordinance for the last several months. At the last council meeting on August 2, 2022; the meeting was disrupted by approximately 100 unruly audience attendees. The Council President Nury Martinez ordered a delay until the chambers were cleared by LAPD SECSD Officers. After approximately one hour the chambers were cleared without incident.
August 9, 2022 Events
On August 9, 2022, the City Council again met inside Council Chambers to vote on the topic of 41.18 LAMC. Approximately 120 public members showed up to the Council Chambers. During the meeting, Suspect-1 described as a female Black, 6 feet 5 inches tall and weighing approximately 350 pounds jumped over the bench separating members of the public and City Council Members. Suspect 1 began to charge towards Council President. SECSD officers attempted to detain Suspect-1. While Officers were attempting to detain Suspect 1, Suspect 2 intervened to help Suspect 1. A crowd of public members then surrounded the officers who were attempting to detain Suspect 1. Suspect 2 actions along with the crowd surrounding the officers gave Suspect 1 the opportunity to flee the location. Suspect 2 was identified as Sergienko, Ricci a male White, Blonde hair, Hazel eyes and 5 feet 9 inches tall, 160 pounds. Suspect-2 was detained for 405 (A) PC-Taking a Person from Lawful Custody of a Peace Officer and 148 resisting arrest. Officers were involved in a minor use of force while attempting to make the arrests. The unlawful assembly was declared at 11:07 a.m., and the crowd was given 30 minutes to disperse. The crowd dispersed as ordered while the Media remained. At approximately 11:40a.m., Council reconvened, voted and approved 41.18 LAMC.
During the event 1 sergeant and 2 SECSD officers were injured.
