Bio

Captain O’Connor began his law enforcement career in 1989 as a United States Army Reserve Military Police Officer. Later that year, he joined the North Attleboro, Massachusetts Police Department (NAPD) as a Police Dispatcher and Special Police Officer. Captain O’Connor became a full-time police officer with the NAPD in 1992 and served in that capacity until 1999 when he joined the LAPD.

As a police officer with the LAPD, Captain O’Connor worked a variety of assignments, including Pacific Patrol Division, Southwest Patrol Division, Southwest Area Crenshaw Mall Foot Beat, and Detective Headquarters Division. Captain O’Connor was promoted to sergeant in 2006, and was assigned to West Los Angeles Patrol Division, Harbor Patrol Division, Operations-West Bureau, West Valley Patrol Division, and Internal Affairs Group.

Captain O’Connor was promoted to lieutenant in 2016 and was assigned to Foothill Patrol Division and Mission Patrol Division as a Watch Commander. In 2018, he was assigned as the Officer-in-Charge (OIC) of the Risk Management and Legal Affairs Division (RMLAD), Discovery Section. In 2020, he was assigned as the OIC of the RMLAD, Employment Litigation Section until he became the Adjutant to the Director of the Office of Constitutional Policing and Policy in 2022. He remained in that position until his promotion to captain in February 2023 and was assigned to Van Nuys Patrol Division as the commanding officer. In September 2023, Captain O’Connor was assigned to COMPSTAT Division as the commanding officer.

Captain O’Connor received a Bachelor of Science degree in Criminal Justice from Stonehill College in 1997, and a Juris Doctorate degree from Whittier Law School in 2005, and is a member of the California State Bar.
