Michael H. Leb has been a full-time neutral since 2008. His experience as an arbitrator, hearing examiner, and fact-finder includes service in matters involving both public sector (e.g., including transportation, education, government, law enforcement) and private sector (e.g., manufacturing, transportation, distribution, retail, healthcare’s and technology) employers and labor organizations. In addition to serving as a Hearing Examiner for the Los Angeles Police Commission, Mr. Leb serves (or has served) on a number of other panels including: CA Public Employee Relations Board, CA Office of Administrative Hearings, CA Dept. of HR and CCPOA, City of Anaheim PD and APA, City of LA Employee Relations Board, City of Santa Monica, LA County Equity Oversight Panel, and National Mediation Board.
Before becoming a full-time neutral, practiced labor and employment law and commercial litigation for over 25 years. In addition to his legal experience, Mr. Leb has held senior-executive positions in Labor Relations and Human Resources for Safeway and Wal-Mart. Mr. Leb also served as as Vice President of Manufacturing for Safeway where he was responsible for the operations of a 44- plant, 2500 employee business unit. Mr. Leb also founded and served as President of a company that marketed and distributed super-premium ice cream at upscale retail stores across the United States.
Mr. Leb is fluent is conversant in Spanish and Italian and has some facility with French, Hebrew, Mandarin Chinese, and Russian.
