Arrest of Street Racing Suspects

Los Angeles: On July 21, 2023, around 10:20 p.m., a 20-year-old female pedestrian (victim) was crossing an unmarked crosswalk at Hill Street and 33rd Street, when the driver of a black Jaguar collided with the victim at a high rate of speed. At the time of the traffic collision, the Jaguar was engaged in street racing with a black Dodge Challenger. Both drivers fled northbound on Hill Street without rendering aid. The victim, identified as Anna Michelle Solis, was killed on impact.

Central Traffic Division with the assistance of South Traffic Division identified the drivers of both vehicles. On August 3, 2023, Javorrie Murphy, a resident of Palmdale, was arrested for California Penal Code 187(A) – Murder, Booking Number 6653032. Murphy was identified as the driver of the Jaguar. On August 4, 2023, Devin Wagner, a resident of Los Angeles, was arrested for California Penal Code 187(A) – Murder, Booking Number 6653771. Wagner was identified as the driver of the Dodge Challenger. The bail for Murphy and Wagner was set at $2,000,000.00. Both vehicles were recovered and impounded for evidence.

On August 7, 2023, the Los Angeles District Attorney’s Office filed murder charges on Murphy and Wagner. An additional felony hit and run, California Vehicle Code 20001(A)VC, was filed against Murphy.

The Los Angeles Police Department would like to remind the public when involved in a traffic collision, to stop and check on the other parties. Make sure no one is injured and if medical attention is needed to call 9-1-1, and exchange information. Do not convert an accident into a crime.
