The officers involved in the below incident have been identified as 77TH Area Police Officer III Eric Darling, Serial No. 42231, Police Officer II Shuhei Fuchigami, Serial No. 43010, Police Officer II Steven Valenzuela, Serial No. 43551, Police Officer II Alfred Foca, Serial No. 43683 and Police Officer II Julian Lozano, Serial No. 44064.
Los Angeles: The Los Angeles Police Department’s (LAPD) Force Investigation Division is investigating an Officer–Involved Shooting (OIS) that occurred in 77th Division.
On August 13, 2023, around 5:20 a.m., 77th Street Division uniformed officers responded to a radio call of a “Grand Theft Auto (GTA)” suspect there now near the 6300 block of South Hoover Street
When officers arrived at the location they were met by the victim, who directed the officers to their driveway and advised that the suspect, later identified as 27-year-old Olban Perdomo, was seated inside their parked vehicle. The vehicle windows were heavily tinted. After officers gave verbal orders for Perdomo to exit the vehicle, which were ignored, they approached and opened the driver’s door to make contact with Perdomo. Once the door was open, officers observed Perdomo’s arm protruding from the back seat while holding a black handgun, prompting the officers to back away and request additional units.
Officers ordered Perdomo to exit the vehicle and drop the handgun. Perdomo initially complied by exiting the vehicle but refused to drop the handgun. Officers continued verbalizing with Perdomo in both Spanish and English and after numerous attempts to have Perdomo drop the handgun, one officer deployed the 40mm Less-Lethal Launcher (LLL) which was not effective.
Perdomo then pointed the handgun at the officers and an Officer-Involved Shooting (OIS) occurred. Perdomo was struck by gunfire, fell to the ground and was taken into custody without further incident.
Los Angeles Fire Department (LAFD) personnel responded to the scene and subsequently pronounced Perdomo deceased.
Representatives from the County of Los Angeles Department of Medical Examiner-Coroner responded to the scene and positively identified Perdomo.
A replica style handgun, loaded with metal pellets, was recovered from the scene and booked as evidence.
The LAPD’s specialized Force Investigation Division responded to the scene, interviewed witnesses, and supervised the collection of evidence by the Forensic Science Division personnel. The complete investigation will be reviewed by the Chief of Police, the Board of Police Commissioners, and the Office of the Inspector General to determine the thoroughness and accuracy of the investigation and whether the use of deadly force complied with LAPD’s policies and procedures.
