Officer Involved Shooting Incident at the Mexican Consulate

Los Angeles : On Tuesday, November 9, 2004 , at approximately 8:30 a.m., Los Angeles Police received a 911 call of a man with a gun attempting to take a hostage inside the Mexican Consulate at 2401 W. 6th Street . Rampart Division Patrol Officers responded, and while setting up a perimeter saw a male suspect leave the  building with a woman he was holding hostage. The suspect was holding her tightly from behind, with his arm around her neck and was armed with what appeared to be a handgun.

Sergeant I Hector Feliciano, Serial No. 23843, who is 48-years old and has been with the Department for 22 years, fired one round from his handgun striking the  suspect who released the hostage and fell to the ground.

The suspect was later identified as 19-year old Manuel Jubenal Ortiz and the gun he was carrying was determined to be a starters pistol. A photograph of the starter  pistol is included and can be e-mailed upon request.

The victim, 31-year old Dunia Gonzalez, who is pregnant and a employee of the Mexican Consulate, was not injured. She was taken safely away from the scene by  another Rampart officer. The suspect, who was injured in the officer involved shooting, was taken by rescue ambulance to University of Southern California Medical Center (USCMC) where, at this time, he remains in critical condition on life support. The FBI is handling the criminal investigation with assistance from Robbery-Homicide Division.
