WHY:
The City of Los Angeles is always center stage for the exercising of First Amendment Rights through rallies, marches, protests and free speech of every type.  This is especially true each year on the first day of May.  

In light of recent legislation passed by a neighboring state and the resulting dialogue around the country, Chief Beck has called this News Conference to discuss Special Order 40 and the LAPD posture for May Day 2010.
