Suspect Injured Resisting Officers NR13520bm

Los Angeles:  On Saturday, November 30, 2013, around 9:45 a.m., Hollenbeck Patrol Officers were flagged down by a citizen reporting a male suspect was possibly throwing unknown objects onto the 5 Freeway from the State Street overpass.  The officers requested a backup and responded to the location.  Upon their arrival, the officers located the suspect, later identified as Arthur Andrade, on the State Street overpass.

The officers attempted to detain Andrade, but he became combative and refused to comply with their commands.  The officers deployed the TASER, but it did not appear to have any effect.  Andrade attempted to flee northbound on State Street, and officers followed.  Additional officers responded to the backup request.   The officers made contact with Andrade and were able to take him to the ground.  Andrade continued to struggle violently before officers were able to overcome his resistance and take him into custody.

Los Angeles Fire Department personnel responded and treated Andrade for his injuries.  Andrade was transported and admitted to a local hospital for further medical treatment.  One officer was transported to an area hospital and treated for minor injuries and released.

Force Investigation Division responded to the incident and will conduct a thorough investigation of the Law Enforcement Related Injury (LERI).

The investigation will ultimately be reviewed by the Chief of Police, the Office of the Inspector General and Board of Police Commissioners for compliance with the Department’s policy.  Additionally, the Los Angeles County District Attorney’s Justice System Integrity Division will conduct a comprehensive review of the facts of the incident.
