UPDATE

The Los Angeles Police Department’s Central Traffic
Division detectives are announcing the arrest of Roberto A.
Garcia-Martinez, a 33-year-old resident of Los Angeles, Echo-Park
Area.

The detectives assigned to this case received several anonymous
tips from the public that lead the recovery of the suspected
vehicle in the city of Hemet. Deputies from the Hemet Police
Department and Riverside’s Sheriff’s Department-San Jacinto Station
assisted in the recovery of vehicle and other key pieces of the
vehicle at a local auto body-shop.

LAPD would like to thank the tipsters and our partners in law
enforcement for their assistance in this very important case. This
case will be presented to the Los Angeles County District
Attorney’s Office on Tuesday, October 30, 2018.

Garcia-Martinez was booked for an unrelated outstanding warrant.
His bail was set at $10,000.00.

CTD detectives are urging the female passenger to come forward to
assist with the ongoing investigation.

On September 10, 2018, around
11:00 p.m., 34-year-old male Esdras Velazquez was pronounced dead.
The Felony Hit and Run Traffic Collision is now a Vehicular
Manslaughter. The reward is now $50,000 for information that leads
to an arrest and conviction.

A Vehicle vs Motorized Scooter Felony Hit and Run Traffic Collision
with severe injuries
Los Angeles: Los Angeles Police
Department’s Central Traffic Division detectives are asking for the
public’s help in providing any information regarding the events
that led up to a hit and run collision that severely injured a 34-
year-old male that is now in a coma at a local hospital.

On September 4, 2018, around 8:55 p.m., a driver in a gray 2010 BMW
5 Series approached the intersection of Glendale Blvd and Waverly
Drive. The driver struck the rear of the scooter that had a driver
and one passenger. By-standers called for paramedics and the
passenger was transported to a local hospital where he currently
remains in a coma.

The driver of the BMW failed to stop, identify himself/herself or
render aid to the victim as required by law. Detectives are trying
to determine if there are additional witnesses with cell phone
video or any information that will identify and assist with
locating the suspected driver of the BMW. The driver was described
as a male, with a beard, dark features, heavy set between 35-40
years of age. There was a female seated in the front passenger
seat.

Drivers are reminded that if they become involved in a collision,
they should pull over and stop as soon as it is safe to do so,
notify emergency services, and remain at the scene to identify
themselves.

On April 15, 2015, the City Council amended the Los Angeles
Administrative Code and created a Hit and Run Reward Program Trust
Fund. A reward of up to $25,000 is available to community members
who provide information leading to the offender’s identification,
apprehension, and conviction or resolution through a civil
compromise.
