Police Administrator I
Records & Identification Division

Terry L. Carter is the
Commanding Officer of Records and Identification Division. She
currently oversees over 180 employees responsible for processing
all reports within the LAPD, fulfilling community member requests
for reports, letters of good conduct, and arrest summaries, to name
a few. Records and Identification Division responds to requests
from other law enforcement and public agencies, and inputs and
modifies numerous entries into various local, state, and federal
systems. Tenprint fingerprint comparisons and testimony related to
fingerprint comparisons is another responsibility within Records
and Identification Division.

Mrs. Carter's civil service career began with the Los Angeles
Department of Water and Power, specializing in creating,
facilitating, and training courses for employees, and then handling
the selection, interview, and hiring of employees. The personnel
experience was expanded to include complaint investigations and
grievances. Mrs. Carter also served as co-counsel in civil service
hearings and arbitrations. She then transferred to the Personnel
Department, Police and Fire Selection Division, Entry Level and
Recruitment Sections. This connection led her to the Police
Department, where she has worked a variety of assignments and
locations over the last 21 years, including Harbor, 77th, Crime
Analysis Section, and Inspection & Control Division. Mrs.
Carter served as the Officer in Charge (OIC) of Scientific
Investigation Division's Technical Laboratory, Fiscal Operations
Division, Supply OIC, and the Commanding Officer of Property

Mrs. Carter's credits include a BA in Communication Studies with a
Business Emphasis, Masters in Business Administration, the
WestPoint Leadership Program, the LAPD Command Development Program,
and the Senior Management Institute of Police.
