born and raised in Los Angeles, California.

Captain Sands attended Union Institute and University where he
obtained a Bachelor of Science degree in Criminal Justice
Management. He later earned a Master's of Science Degree in
Leadership and Management from the University of La Verne.

In 1985 Captain Sands joined the Los Angeles Police Department and
upon graduating from the police academy was assigned to Pacific
Area. His other assignments as a police officer include Southeast
Division, Central Division, South Bureau Gangs, Detective Support
Division and Tactical Planning Section.

In 1996 Captain Sands was promoted to Sergeant. As a sergeant he
was assigned to Central Division, Operation-Central Bureau. In
1997, he transferred to 77th Division where he worked as a field
supervisor. While at 77th Division, he became the Officer-in-Charge
(OIC) of the Special Enforcement and Complaint unit's. In 2001, he
was upgraded to sergeant II at Internal Affairs Group, Special
Operations Division. In 2006, he was selected as the assistant
Officer-in Charge at Media Relations Sections. While at media
relations he authored speaking points for the Chief of Police and
other command staff personal while acting as a Department liaison
to community stakeholders. He was the Department spokesperson and
provided on camera interviews with media outlets both domestically
and internationally.

In 2008 he was promoted to lieutenant and returned to 77th Area as
a watch commander. He later transferred to Harbor Division. In
2009, he was upgraded to lieutenant II at Gang and Narcotics
Division and was selected as the Officer-in-Charge of the City-wide
Narcotics Buy Team. While at gang and narcotics he later became the
Officer-in-Charge of Fugitive Warrant Section and the
Parolee-at-Large Unit. In 2014, he was selected to lead the elite
Cold Case Homicide Special Section out of Robbery-Homicide
Division. As both a sergeant and lieutenant, he has been the
Officer-in-Charge of seven different units and the assistant in one

Captain Sands is credited with organizing the Department's efforts
in addressing Parole Realignment (AB109). He developed protocols
and procedures which were adopted and utilized by other law
enforcement entities.

On June 12, 2014, he was promoted to the rank of captain and was
appointed as the patrol commanding officer at Mission Area. He went
on to become the patrol commanding officer at Southeast Division
and was later promoted to Captain II at South Traffic

On April 2, 2017, he was upgraded to Captain III and assigned to
Southwest Division as the Area commanding officer.

Captain Sands is a graduate of the FBI National Academy -Session
245. He has attended various schools on leadership, team building,
incident management and critical thinking. He is a member of
several professional organizations including, California Peace
Officers Association (CPOA), the Latin America Law Enforcement
Association (La Ley), and the Los Angeles Women Police Officer's
Association (LAWPOA).

Captain Sands is the father to one daughter who is also in law
enforcement. He currently resides in Los Angeles County.
