was born in Mexico City in 1970. He moved to El
Monte, California, with his mother and three sisters at the early
age of five.

Deputy Chief Labrada served six years in the United States Marine
Corps Reserve. He joined the Los Angeles Police Department (LAPD)
in 1993, completing his probationary period at LAPD's Northeast
Area. He then transferred to Southeast Area as a Police Officer,
working a variety of assignments including: Patrol, Bike Patrol,
Foot Beats, Training Officer, Vice, Narcotics and as a Senior Lead
Officer where he served the Watts Community for 8 years.

In November 2002, he was promoted to Sergeant and was assigned to
77th Street Patrol Division then later selected as the Officer in
Charge (OIC) of Operations-South Bureau Gangs. He served as the
Bureau Gang Coordinator, Violent Crime Coordinator, Gang Unit OIC
and FBI/ATF Gang Task Force OIC. Labrada also served as a squad
leader for Metropolitan Division. In April 2012, Labrada was
promoted to Lieutenant and served as a Watch Commander. In May
2013, he was selected by the Chief of Police as the Latino
Community Liaison for the Department while concurrently assigned as
Central Bureau Gang Coordinator.

Labrada was appointed to Captain on March 19, 2017 and assigned as
the Patrol Commanding Officer of Hollenbeck Area, serving a diverse
and culturally friendly community. In November 2017, he was
promoted to Commanding Officer of Hollenbeck Area. Labrada has
played a significant role in the implementation of youth diversion
programs and helped increase the number of community volunteers,
impacting the reduction of violent crime. Labrada remains committed
to community engagement and involvement, building upon community
public safety programs, trust and improving quality of life issues
for community members.

On March 24, 2019, Labrada was appointed to the rank of Commander
as the Assistant Commanding Officer, Operations-South Bureau, where
he served for 21 months.

On January 4, 2021, Labrada was appointed to the rank of Deputy
Chief as the Commanding Officer for Operations-Central Bureau,
where he is currently assigned in Downtown Los Angeles.
