During the last 12 months, detectives from Los Angeles and Hemet Police Departments have conducted a joint investigation into allegations that 36-year-old Jeffrey Allen Waters had been molesting his three stepchildren over a two-year period. As the investigation unfolded, detectives learned that there were five additional victims, including the mother of the children.
The defendant was arrested on October 9, 1998, and incriminating evidence was recovered which included pornographic material, which was shown to the children, and a sap, which was used to hit one of the victims.
On May 25, 1999 a Preliminary Hearing was held and the defendant, Jeffrey Allen Waters was held to answer on 48 counts of rape, kidnap, forcible oral copulation, lewd acts and aggravated sexual assault of a child.
The named victims included four children who were aged two to seven years old when the acts occurred and four adult women.
Detective Margaret Mazotta, Los Angeles Police Department and Detective Max Beamesderefer, Hemet Police Department are conducting the investigation of the case, because the crimes occurred in multiple counties.
Judge S. Lucas, held Waters on three million dollars bail and stated that this was the worst child molestation case he had ever seen.
