UPDATE On January 28, 2020, around 1:30 a.m., Metropolitan Division Crime Impact Team located Ilya Foks near the 8300 block of Sepulveda Boulevard in the City of Los Angeles. Foks was taken into custody without incident.
Ilya was booked for 192(c)(1) of the California Penal Code, Vehicular Manslaughter. Foks is currently housed at the Metropolitan Detention Center, under the booking number 5859539, and his bail is set at $50,000.00.
Echo Park: Detectives from the Los Angeles Police Department’s South Traffic Division are investigating a hit and run traffic collision that resulted in the death of 61-year-old Rosa Garcia.
On January 23, 2020, around 7:45 a.m., a 2019 BMW M4 was travelling westbound on Sunset Boulevard approaching Douglass Street. The vehicle veered into the eastbound lanes of Sunset Boulevard and collided head-on with a 2004 Toyota Corolla. After the collision, the driver of the BMW fled the scene on foot and did not stop, render aid, and/or identify himself as required by law. Drivers are reminded that if they become involved in a collision, they should stop, notify emergency services, and remain at the scene to identify themselves.
The Los Angeles Fire Department responded and transported Rosa Garcia (the driver of the Toyota) to a local hospital where she succumbed to her injuries.

Detectives have identified the driver as Ilya Foks. Ilya Foks is described as a male White with blonde hair. He stands 5 feet 10 inches and weighs approximately 190 pounds. He was last seen wearing a blue collared shirt, gray sweater, black pants with NBA logos, white with black high-top shoes, and was carrying a brown bag.
On April 15, 2015, the City Council amended the Los Angeles Administrative Code andcreated a Hit and Run Reward Program Trust Fund. A reward of up to $50,000 is available to community members who provide information leading to the offender’s identification, apprehension, and conviction or resolution through a civil compromise.
