The purpose of this Enforcement Plan is to identify major retail establishments that are prone to theft (shoplift) during the holiday season, and to coordinate the strategic deployment of Foothill Area resources to reduce property crime (especially Theft/Burglary from motor vehicle) in/around those retail establishments.
