WHY: The Proposition Q Public Safety Bond that was approved by voters in March of 2002 was a seven-year program that provided $600 million to construct 11 police facilities, which included the Harbor Area Station and jail facility. Harbor Jail opened in October 2009 and was shuttered in July 2010 due to budget constraints. In the 2019-2020 budget, LAPD Chief Michel Moore requested funding in the amount of $1,912,406 to open the jail and provide additional civilian personnel. It was approved by Mayor Eric Garcetti and the Los Angeles City Council. The funding provided for the upgrade of the security system and video at Harbor Jail with state-of-the-art network digital video, to include a camera in each cell.
