Los Angeles: In an on-going effort to reorganize the Los Angeles Police Department, Police Chief William Bratton announced, today, that 37 members of the Department’s staff and Command ranks are going to be reassigned to different commands. The movements are part of Chief Bratton’s plan to have his new leadership team in place before the traditional peak crime period (summer months). The changes, says Chief Bratton, reflect his desire to "Put people in positions where they can be better utilized. With the help of my three assistant chiefs, I am seeking people who share my sense of urgency to reduce crime, fear and disorder. I want to put the best people in the most critical locations." Twelve of the assignments are promotions or upgrades and require approval from Los Angeles Mayor Jim Hahn, Los Angeles City Council Members or both.
The following are either promotions or upgrades:
Commander Caylor (Lee) Carter leaves Central Bureau and will be assigned as the Commanding Officer of Operations-West Bureau (Deputy Chief), as a result of a substitute authority
Captain Jim Tatreau leaves Robbery-Homicide Division and will be assigned to 77th Area as the Commanding Officer (Commander)
Captain Allan Michelena leaves Financial Crimes Division and will be assigned to Robbery Homicide Division as the Commanding Officer
Captain James Rupert leaves Central Patrol Division and will be assigned to Central Area as the Commanding Officer
Captain William Fierro leaves Detective Headquarters Division and will be assigned to Hollenbeck Area as the Commanding Officer
Captain William Sweet from Central Traffic Division to North Hollywood Area as the Commanding Officer
Captain Richard Meraz leaves Northeast Patrol Division and will be assigned to Central Traffic Division as the Commanding Officer
Lieutenant Blake Chow leaves Support Services and will be promoted to Captain and assigned to Central Patrol Division as the Commanding Officer
Captain Patrick Gannon from Internal Affairs Division to Harbor Area as the Commanding Officer
Captain James Bower leaves 77th Street Patrol Division and will be assigned to LAX Field Services Division as the Commanding Officer
Captain Debra McCarthy from West Los Angeles Patrol Division to Chief Investigator "B", Administrative Division, Internal Affairs Group
Captain John Egan will be reassigned as the Commanding Officer of Internal Affairs Administrative Division. He was the Chief Investigator "A", Administrative Division, Internal Affairs Group.
The following police personnel will be reassigned to various commands throughout the city:

Commander Dan Koenig from Administrative Group to Training Group as the Commanding Officer
Commander George Ibarra leaves Training Group and will be assigned to Wilshire Area as the Commanding Officer
Commander Eric Lillo leaves Criminal Intelligence Group and will be assigned to Internal Affairs Group as the Commanding Officer
Commander Louis Gray from Operations Headquarters Bureau to Operations-Central Bureau as the Assistant Commanding Officer
Commander Stewart Maislin leaves the Office of the Chief of Police and will be assigned to Special Operations Bureau as the Assistant Commanding Officer
Commander Valentino Paniccia leaves Juvenile Group and will be assigned to Devonshire Area as the Commanding Officer
Captain Walt Schick leaves Narcotics Division and will be assigned to Crime Strategies as the Commanding Officer
Captain Kenneth Garner from Transit Division to Crime Strategies Group as the Acting Commanding Officer
Captain Dave Baca leaves Transit Division and will be assigned to the Chief of Operations as the Acting Operations Coordinator

In the next two weeks the Department anticipates more movement with the additional promotions of two Commanders, two Captains and several promotions in the Lieutenant and Sergeant ranks.
