Why:
The purpose of this Enforcement Plan is to identify  major retail establishments that are prone to theft (shoplift) during the holiday season, and to coordinate the strategic deployment of North Hollywood Area resources to reduce property crime (especially Theft/BFMV) in/around those retail establishments.
