The officers involved in the below incident have been identified as Harbor Patrol Division Police Officer II Marco Ramirez, Serial No. 43952, and Police Officer II Ronak Shah,
Serial No. 44487.

Los Angeles: Los Angeles Police Department’s (LAPD) Force Investigation Division (FID) is investigating an Officer-Involved Shooting (OIS) in Harbor Patrol Division.

On July 5, 2022, at around 9:55 a.m., Harbor Patrol Division officers received a call for service of an “Assault with a Deadly Weapon shots fired,” in the 600 block of W. Anaheim Street. The suspect left the location of the initial call for service prior to the officers’ arrival. Responding officers were in the nearby area of Opp Street and Ronan Avenue when they observed the suspect walking on the sidewalk. The officers gave the suspect verbal commands, however, the suspect refused to comply. The officers followed the suspect and upon contacting the suspect, the officers observed the suspect was armed with a handgun. The suspect pointed the handgun at the officers resulting in an Officer-Involved-Shooting (OIS). After the OIS the suspect continued to hold the handgun and refused to follow the officers’ commands. Responding officers deployed a beanbag shotgun and struck the suspect at which point the suspect dropped the handgun. The suspect was struck by the officers’ gunfire and was taken into custody without further incident. Due to the suspect’s injury, a Rescue Ambulance transported the suspect to a hospital. While at the hospital, the assigned physician pronounced the suspect deceased.

The suspect was later identified as 31-year-old Reginald Humphrey. No officers were injured during this incident. Humphrey’s handgun was recovered at scene and was booked as evidence.

LAPD’s specialized Force Investigation Division responded to the scene and interviewed witnesses and supervised the collection of evidence by the Forensic Science Division. The complete investigation will be reviewed by the Chief of Police, the Board of Police Commissioners, and the Office of the Inspector General to determine the thoroughness and accuracy of the investigation and whether the use of deadly force complied with LAPD’s policies and procedures. Additionally, the Los Angeles County District Attorney’s Office who responded to the scene will review the subsequent FID investigation, evidence collected, and witness statements to determine if the force used by the officer was reasonable.
