based on a preliminary and ongoing investigation, which continues
to evolve as investigators interview witnesses, review physical
and electronic records, and analyze forensic evidence. The
Department's understanding of the facts and circumstances may
change as additional evidence is collected and analyzed**
Los Angeles: Los Angeles Police Department's (LAPD) Force Investigation Division is investigating an Officer-Involved Shooting (OIS) that occurred in Southeast Division.
On October 14, 2020, around 9:50 p.m., LAPD Southeast Division patrol officers were in the area of 111th Street and Figueroa Street. They saw a man, later identified as 23-year-old Kevin Carr, standing in a parking lot of a gas station, pointing a handgun at people seated in a vehicle. The officers pulled their patrol car into the parking lot, exited, and told Carr to put the handgun down. Carr did not follow the officers' directions, resulting in an officer-involved shooting.
Carr was struck by gunfire and fell to the ground. The Los Angeles Fire Department responded and determined Carr had died at the scene.
The loaded handgun Carr was armed with was located at scene and recovered as evidence.
No officers or innocent bystanders were injured during the incident.
LAPD's specialized Force Investigation Division responded to the scene and interviewed witnesses and supervised the collection of evidence by the Forensic Science Division. A representative from the Office of the Inspector General responded and monitored the scene investigation.
The complete investigation will be reviewed by the Chief of Police, the Board of Police Commissioners, and the Office of the Inspector General to determine the thoroughness and accuracy of the investigation and whether the use of deadly force complied with LAPD's policies and procedures. Additionally, representatives from the Los Angeles County District Attorney's Office who responded to the scene will review the subsequent FID investigation; evidence collected and witness statements to determine if the force used by the officer was reasonable.
FORCE INVESTIGATION DIVISION
Force Investigation Division (FID) is responsible for the investigation of all incidents involving the use of deadly force of an LAPD officer. In addition, all use of force resulting in an injury requiring hospitalization commonly referred to as a Law Enforcement Related Injury (LERI). Investigative responsibility of FID also includes all deaths while the arrestee or detainee is in the custodial care of the LAPD, accidental and animal shootings and other investigations as directed by the Chief of Detectives.
