Los Angeles: In April of 2003, Los Angeles Chief of Police William J. Bratton announced the 2003 Department goals. One of those goals was to significantly reduce Part I crimes committed within the City of Los Angeles. To achieve his goal, the LAPD, under the direction of a Departmental Task Force, focused resources and personnel on the increasing crime of Auto Theft. Auto Theft is not limited to only large cities such as Los Angeles and New York, but rather an international problem that strikes small towns in mid-America as well as the villages of Europe. Costing millions of dollars in loss damages and draining law enforcement budgets, vehicle theft has become a social issue that demands the attention of both police and the private sector.
